Social Businesses within the "2.5 Sector" as Privatizing Expansion Strategy in Pará State Basic Education

Abstract

Social businesses carried out by the so-called “2.5 Sector” work as expansion strategies for the private sector as they supposedly articulate both profit and social development in order to alter the relationship between state, market, and society so that education may work as a leverage to successful actions. Thus, this paper aims at revealing how social businesses have worked as expansion strategies in service of a privatizing mentality within Pará state Basic Education. Through bibliographical research of a qualitative nature, it was possible to identify that the Pará state government promotes social businesses through education in order to expand privatizing mentality through actions such as public-private partnerships, social control, and entrepreneurship incentive.
