Historical Frameworks and Legal Devices for the Inclusion of Elderly People in a Society in Transformation

Abstract

We present a survey of the historical and legal milestones regarding population aging to analyze how the rights of the elderly are being guaranteed in Brazilian society. We used documental research as a methodological criterion on official websites of international institutions: United Nations, Pan-American Health Organization and national: Presidency of the Republic of Brazil, Federal Senate, Ministry of Health, Ministry of Social Security and Assistance, Brazilian Institute of Geography and Statistics, as well as the analysis of data from scientific bases. Research in scientific bases was conducted through search strings using the words: public policies, health, education, citizenship, and and and or operators. With the results, we found that although our society has significant legal instrumentalization in favor of the rights of the elderly, it is, however, necessary more participation and social control so that the legal conquests are carried out, since the existing public policies to guarantee the fulfillment of the rights already conquered proved to be still insufficient.

    Mestre em Diversidade em Inclusão (UFF), Especialista em Leitura e Produção Textual (UFF) e em Gestão Ambiental (UFRJ), Graduada em Letras Português e Literaturas de Língua Portuguesa pela Universidade Federal do Rio de Janeiro (2002). Sou professora II da Fundação Pública Municipal de Educação de Niterói, atualmente atuando como membro da Coordenação de Educação em Sustentabilidade, Esporte e Saúde (CESESS/ SME) Niterói. Experiência na área de Letras, com ênfase em Língua Portuguesa. Instrutora de Yoga (CDY), com especialização em Yoga Nidra pelo (Satyananda Yoga Center). Atuei como coordenadora do Programa Mais Educação. Acredito na interdisciplinaridade como forma de promover a formação integral do aluno. Idealizei e coordenei os projetos interdisciplinares: Falando sobre o Corpo (na E.M. Santos Dumont). Idealizei e atuo no Projeto YogaEduca da Rede Municipal de Educação de Niterói. Atualmente sou membro-fundadora da Associação Internacional de Inclusão, Interculturalidade e Inovação Pedagógica (AIIIIPE).

    PhD in Science and Biotechnology, Institute of Biology, Universidade Federal Fluminense; Recognized the level by the University of Minho of the PhD in Education sciences and I completed the sandwich PhD at the University of Porto. Specialist? Lato Sensu? in Special Physical Education (Castelo Branco University). I have a degree in Full Degree in Physical Education from the Federal Rural University of Rio de Janeiro (UFRRJ). I am a teacher professor I - Secretary of Education of the State of Rio de Janeiro and professor of the professional master's course in Diversity and Inclusion at UFF. I served as executive coordinator of the International Spread The Sign project in Brazil and coordinate the Galileu Galilei Inclusion group. I am a student advisor for the Professional Master's course on Diversity and Inclusion at the Biology Institute at UFF. I develop research related to the themes: Inclusive Education, Deaf Education, Assistive Technology, gender; preparation of adapted teaching materials, teaching in order to help students with disabilities in regular teaching classes, a philosophy that I defend and is currently adopted in the institutions in which I work.
