The Historical Course of Vocational Education Teacher Training Policies: the Regularization of Alternative Paths

Abstract

This article aims to discuss the guidelines for teacher training through Brazilian legislation throughout the history of the Federal Network of Professional, Scientific, and Technological Education. For this, we carried out a historical review of the legal provisions in force through the 20th and 21st centuries. We also question the legal regulations currently in force, including the Resolution CNE/CP no. 1/2022, released in May 2022. Methodologically, this article is based on a detailed documentary review, covering decrees, laws, regulations, etc. that aim to regulate Vocational and Technological Education in its different historical moments, in a dialogue with studies that seek to study and problematize aspects related to teacher training and vocational education, such as those made by Machado (2008a, 2008b, 2014), Oliveira (2006, 2010), Costa (2018), among others. We conclude that the history of teacher training in vocational education is marked by the establishment of emergency, provisional, and lightened courses, always providing legal alternatives to the requirement of higher education and licensure courses. The new regulations, leave even more space for the institution of alternative training for vocational education teachers, worsening the teaching profession and the type of workers training.
