The 2016 Coup D'etat and its Impact on the Process of Privatization of the Financing of Brazilian Basic Education

Abstract

The purpose of this study is to demonstrate how the interests of the bourgeois classes and fractions of the bourgeoisie affected the public funding of basic education after the 2016 coup d'état until the year 2020. To do so, the concepts of political crisis and coup d'état were studied, as well as documentary analyzes were carried out in primary and secondary sources, journalistic articles and theoretical productions that address the subject, which ended up methodologically defining our research as bibliographical and documentary. It was possible to conclude that the coup should be treated as a coup of social reproduction whose centrality is the change in hegemony within the power bloc. It was demonstrated that international finance capital and the fraction of the Brazilian bourgeoisie associated with it came to hold hegemony within the power bloc. This change had relevant effects on the public policy for financing basic education, as it expanded the possibilities of its privatization. The coup d'état greatly expanded the process of privatization of the financing of Brazilian basic education, either through Constitutional Amendment 95/2016 or through successive cuts, deviations, divestments, transfer of management to the private sector, transfer of the elaboration and operationalization of curricula and by through the expansion of outsourcing.
