Basic Educacion Teachers Appreciation: an Analisys About the Application of a National Standardized Teachers’ Minimum Wage

Abstract

Abstract: This article regards a study with an aim to outline the teachers’ salarial appreciation policy application in Basic Education in brazil after the law 11.738/2008. It is a qualitative approach research based on secondary data primarily produced and disponibilized by INEP (Anísio Teixeira Education Researches National Institute), in a microdata format. The delimited sample population is composed by 5th grade teachers of primary school, in municipality and state public schools which took Prova Brazil, edition 2017 (an evaluation test taken by students in schools) totalizing 15.997 individuals. The fundamental process to analyze quantitative data was the descriptive statistic with aid from the SPSS program (Statistical Package for Social Sciences). Parting from the analysis procedure, considering the national minimum wage for teachers stablished for 2017 which was R$ 2.455,35, one can infer that in terms of gross salary, most of municipality institutions pay lower than the minimum wage not fullfilling what is required by law. To sum up, the appreciation of basic education professionals requires structuring and implementation of a career that can make salary progression possible, initial and final significative payment, titles being taken seriously and incentive to initial and progressive formation as well as good working conditions for teachers.
