Visual Arts and Teaching Training in Brazil: Contextualization of Changes in the Law (1971-2017)

Abstract

Abstract: This article is part of the context of the formation of Visual Arts teachers in Brazil, according to the legal principles guiding the discipline of Art in basic education and its implications in the specific guidelines of the Undergraduate Degree (Licentiate). The analysis uses data from the Observatory of the National Education Plan in relation to the adequacy of teacher training in the discipline of Art according to the School Census (2018) and placing them in the middle of the data of the Degree in Brazil from the Higher Education Statistics (2017). The discussion continues with the historical trajectory of the formation and performance of the Art teacher based on the perspective of the Federation of Art-educators of Brazil, as well as, of the authors Alvarenga e Silva (2018), Barbosa (1989) and Nunes (2007). Due to the conflicts generated by changes in the law – from the mandatory teaching of art (Law nº 5.692/1971; LDB nº 9.394/1996) to the reform of High School (Law nº 13.415/2017) – the consolidation of Visual Arts as a specific area in Higher Education it is still driven by uncertainties, both by a “polyvalent” narrative, and by the permanence of the discipline's offer as an area of ??mandatory knowledge in basic education.
