EBPT Quota Policy: an Analysis Based on IFFAR Institutional Documents

Abstract

The Quota Policy brought significant changes in the scenario of access to public education of Technical and Higher Education. At the Farroupilha Federal Institute (IFFar), Affirmative Actions were implemented prior to the edition of the Quota Law, through Resolution 005, of November 23, 2009, subsequently repealed by Resolution 032, of December 22, 2010, which changed it to “Affirmative Action Policy”, established the expansion of access to courses and encouraged permanence and success in the training path of students. In this context, this research aimed to know the number of vacancies, the number of trainees and the expectations of these students who were admitted to IFFar through the Quota System. The research followed a quantitative-qualitative approach, through the analysis of notices of graduates (Documentary Analysis) and questionnaires, focusing on Technical Courses integrated to High School as well as Teaching and Bachelor’s degrees in two campuses of IFFar. The results showed an index higher than the minimum of 50% of vacancies for quotas in the notices analyzed. Among the graduating quotaholders participating in the research, 80% were admitted though the Public School (EP) quota, 10% through the Public Rural School (EPR) quota and 10% through the Black, Brown and Indigenous (PPI) – Public School quota. There is no participant in the survey who was admitted through the Person with Disabilities (PcD) quota. Most of the trainees expressed the intention to expand their studies.
